As /u/pottersquash has stated, you may be able to do something about the second fine if you can prove to OMV that you sold the car. I might even suggest that you should have mailed it requiring a signature on delivery.

I suspect your stuck with that one.ДЄfter you sold the car and before you canceled the policy you should have completed the Notice of Vehicle Transfer and then mailed in the plates with tracking to make sure they received them. This would have prevented your first fine. The first time you dropped your insurance, you should have gone online and completed this Vehicle statement of Non-Use BEFORE dropping your insurance. In addition to the completely absurd fines, the print also says, 'R.S.32:429 authorizes an additional office fee to be assessed for reinstatements processed by certain Motor Vehicle offices.' Apparently feudalism is still a thing! I've done a bit of research and it turns out that Louisiana is trying to cover their butts with the recent salary hikes for police and other state employees, by collecting on 444 million of unpaid OMV debts. Is there any way around paying these fines? I called HQ in Baton Rouge, and they said that they cannot even reduce the fines down to the original amounts, or take partial payments. In addition, the collection department will start reporting this on my credit history this month, so I need to deal with this ASAP. OMV says they are only responsible for mailing the letters, not where or not they are actually delivered in the end. She also said that they had mailed three warning letters to my listed address - which of course I never received. The woman at the OMV office told me the original fine was around $270, but that it had increased as it went into COLLECTION. Now, according to the system, I owe TWO fines of $656.25 due to the two times I dropped insurance last year. We did not complete a bill of sale, because it was not necessary to do so at the time. I mailed in my plates to LA, but no one ever received it. I also dropped insurance in early September 2015, as I had driven my car to California and sold it there. This being my first car and first time ever dealing with insurance, obviously had no idea that I would get hit with a hefty fine by the OMV for doing so - otherwise wouldn't have dropped! Again, Geico did not mention anything. Here's my situation: I called Geico BEFORE dropping insurance in late April 2015, and asked: since I wouldn't be driving for at least one month (out of town), would it be okay to save a few bucks (ha-ha) and temporarily pause my insurance? They said yes, no problems what so ever. They said my license was blocked due to a debt owed - dropped insurance. I went into the OMV in New Orleans yesterday for a simple address change.
